Jhuhu salt mine in the Cieding District opened in 1942 and was developed for salt-alkali raw materials during the World War II. After the war, due to the salt monopoly system and salt tax levies, prices soared led to salt thieves and illegal trade. The Saltern Watchtower was built in the early post-war period to enforce monitoring and control over salt thieves. The building consists of three stories built in red brick mixed with reinforced concrete. The main structure is hexagonal and has a gun drill on each side for immediate law enforcement. Cieding Jhuhu Saltern Watchtower is the only remaining tower in Kaohsiung.
茄萣/茄萣竹滬鹽灘鹽警槍樓
臺灣西南沿海因降雨量較少、日照充足,成為鹽田的主要分佈地,位於茄萣區的竹滬鹽田是其中一處,完成於1942年,屬於戰爭時期為取得鹽碱原料而開闢的土盤工業用鹽田。
戰後,因實施「鹽」專賣制度並課徵鹽稅,使得鹽價高漲,進而衍生偷鹽的鹽賊以及販賣私鹽等不法情事。為取締之,1947年成立鹽警,直到1977年取消鹽稅,隨之終結鹽警被賦予的主要任務。
鹽警槍樓就是戰後初期為強化監控取締鹽賊而興建的構造,西南沿海各鹽場曾經存在多座類似槍樓,目前僅留存4座,本槍樓是今高雄市僅存的1座。
由紅磚混合鋼筋混凝土所構築的槍樓含屋頂樓梯間共有三層,平面為六角形,每一面皆有槍孔。過去曾由鹽警駐防其中,隨時嚇阻不法情事發生。
