Located in the Taiwan Kaohsiung Juvenile and Family Court, Operation, created by Huang Yu-chih, is the winner of The 1st Public Art Awards (category: Best Creative Performance Award). Huang is expert in metal weaving, utilizing stainless steel wires to produce cloud-like mesh that are suspended from the ceiling.
Viewing this artwork from different angles lend perspective to how differently lives and the Universe operate. The soft and organic clouds feature metal materials that reflect light and sparkles. This piece also symbolizes the warm layer of protection our government provides for young adults.
為鼓勵政府機關與民間單位積極辦理公共藝術，普及美學教育，文化部每兩年辦理一次「公共藝術獎」，獎項包含藝術創意、環境融合、民眾參與等多個面向。

在高雄少年及家事法院挑高大廳的作品《運行》，是第一屆公共藝術獎「最佳創意表現奬」的得主。藝術家黃裕智擅長「金屬編織」，以不鏽鋼金屬線材，編織出一張張雲狀細網，懸吊於大廳高處。
觀賞這件作品時，隨著角度移動，如同凝視宇宙生命的運轉。柔軟有機的雲朵造型，金屬材質反射建築採光，形成閃閃輝映的光景，也是為青少年編織，最溫柔的保護網。
